Maureen joined the Board of Directors in 2014. Maureen is a REALTOR® with OMARSHALL, Inc., and friends and colleagues know her as the consummate cat-herder, with a real knack for tracking details and juggling spinning plates.
Maureen grew up in Millbrae and still makes her home here. A graduate of Cal Poly, SLO she spent a year at the University of Bradford in the United Kingdom. Appointed to the Millbrae Planning Commission in 2016, Maureen also serves on the Board of Directors for the Friends of the Millbrae Library.
When not busy with real estate Maureen can be found on hiking trails in search of wildflowers or enjoying some of the Bay Area’s fantastic goat cheese (yes, goat cheese can be a hobby unto itself). Alternatively, you'll discover her in the kitchen, baking some county fair award-winning treats of her own.

Janet Fogarty has lived in Millbrae for 33 years with her husband, Bill. Janet is an attorney, owning her own firm, Janet Fogarty & Associates. Her practice focuses on Real Estate, Land Use, and Estate Planning. Janet has been a member of the Board of MCF for several years and is a past President of the Board. Janet has been involved with the community of Millbrae for many years. Janet joined the Rotary Club of Millbrae in 2009, and was President in 2012, and is a District Assistant Governor this year. Previous to that she was a member and past president of the Soroptimist Club of Millbrae-San Bruno.
Janet was named a Millbrae Woman of the Year in 2013 for her work in the community. Janet was a Millbrae City Council member from 1987-1995, serving as Mayor twice during that time.She also volunteers in the San Mateo County Courts as a Small Claims Court Judge pro tem. Janet has been a long-time member of the Millbrae Chamber of Commerce. She served on its Board from 1996-2001 and again from 2003-2008. She served as Co-Chairman of the Board in 2001, and Chairman of the Board in 2000 and 1999.
Janet Fogarty
Lynne joined the Foundation's Board of Directors in 2013. She has resided in Millbrae with her husband and two sons since 1980. Along with MCF, Lynne is a Millbrae School District Board Trustee and also serves as a board member with the American Association of University Women and the Millbrae Education Foundation. Her professional career is in education, having been an Elementary School Teacher, Noyce Literacy Academy Teacher, Proficiency Summer School Principal and Elementary K-5 School Principal. She is currently working with the San Mateo County Office of Education as an Administrative Coach for first year principals. Lynne holds a Bachelor of Arts degree in Psychology, a Lifetime Multiple Subject Teaching Credential, a Master of Arts degree in Educational Administration and an Administrative Services Credential.
Lynne Ferrario
A Millbrae resident since 2005, Kristine joined the Board of Directors in 2019. Born and raised in Manila, she now considers Millbrae home and enjoys serving in the Board to give back. She, her husband Ben, and their three thriving children enjoy living in this closely knit yet diverse community. Her professional career currently spans decades on enterprise software sales for IBM for North America.
Aside from MCF, Kristine serves as President of the Rotary Club of Millbrae, and was Co-Chairperson for Youth Service from 2018-2022. She also devotes her resources for the Mills High School Interact Club as a Coach. Kristine believes that the greatest joy in all of these different organizations is most definitely derived from the people she works with.
Kristine Baltasar
Catherine Quigg, the treasurer, joined MCF Board in 2005, and previously served as the past board president. She moved to Millbrae from San Francisco in 1969.
Cathy's experience includes: past treasurer of St. Dunstan's Women’s Club; former Cub Scout Leader; past president of Soroptimist International Millbrae-San Bruno; member of the Menlo Park Rotary Club; past chair of the Millbrae Planning Commission; trustee of the Millbrae Historical Society; chair of the Millbrae School Oversight Committee; and treasurer of the Millbrae Man and Woman of the Year Committee. She also volunteers at Filoli Awards annually. She was voted Millbrae Woman of the Year in 2008 and American Business Woman Association Businesswoman of the Year (ABWA) in 2009.
Cathy retired from Wells Fargo Bank where she preformed various banking functions for high value customers from basic customer service to mortgage lending to training others in consumer lending.
Catherine Quigg
Joe joined the Foundation’s Board of Directors in 2009 and has actively promoted awareness of MCF by writing annual newsletters and working with Millbrae Community Television (MCTV) to produce a public service announcement about MCF. He and his wife Shari have lived in Millbrae since 1981 and raised their two children in the community. Joe was honored as 2013 Millbrae Man of the Year for his community volunteer work with the Millbrae Historical Society, MCTV, Millbrae Community Emergency Response Team (CERT), and multiple Relay for Life of Millbrae fundraisers. Joe is active in the Rotary Club of Millbrae and has served in various positions, including President and International Projects Chair. He has project management skills from his work as a civil engineer with the City of Palo Alto and holds a bachelor’s degree from the University of California, Berkeley.
Joe Teresi
Nienhwa Cheng has been a resident of Millbrae with her husband and three children since 1999. Originally from Taipei, Taiwan, she is fluent in Mandarin and holds a Bachelor of Arts in Social Work from National Taiwan University, as well as a Master of Arts in Educational Counseling from UCLA.
Nienhwa had worked 8 years as the Youth Program Manager at the San Francisco Chinatown YWCA, where she led the planning of after-school and summer activities. Then, Nienhwa dedicated close to 29 years at the City & County of San Francisco's Human Services Agency, where she worked as a Social Worker, focusing on the well-being of neglected and abused children and aiding in their placement into foster homes. Simultaneously, for a span of 17 years, she devoted her weekends to teaching at the Bay Area Chinese School.
Additionally, Nienhwa actively participates in various volunteer capacities. She serves as a Pastor at Millbrae Full Life Church, Assemblies of God, and holds pivotal roles such as President of the Millbrae Cultural Committee, Chair of the Board at the American Beiyinu Alumnae Foundation, and a member of the Millbrae Community Enhancement Advisory Committee.
Her personal interests are diverse, such as singing, exploring different cultures through travel, and a passion to build meaningful connections and support those in her community.
Nienhwa Cheng
Stephanie Douglas is one of our newest board members, elected in 2023. Stephanie is a lifelong resident of Millbrae, having attended Green Hills Elementary, Taylor Middle and Mills High School. Stephanie graduated from Notre Dame de Namur University in 2001 with a BA in Psychology and in 2006 with a Master in Public Administration. Stephanie lives with her wife and two daughters who currently attend Millbrae schools. In addition to serving on the Millbrae Community Foundation, Stephanie is also on the City of Millbrae Parks and Recreation Commission and an active member of Millbrae AYSO. Stephanie has served 25+ years in the public sector / local government and is currently a Recreation Manager with the City of San Mateo Parks and Recreation Department.

Joy Pasamonte Henry, who immigrated to the U.S. in her early twenties, has been a resident of Millbrae for over ten years. She grew up on military bases in Japan and a US Embassy Compound in Indonesia.
She is a product manager for a financial institution during the day, with experience in project and product management, communications, contract negotiations, and marketing.
Her volunteer work spans a multitude of areas that she is deeply passionate about: financial literacy, civil liberties, and equity in education advocacy. Joy volunteers for the ACLU Northern California - North Peninsula Chapter, Fixin’ San Mateo County (a non-profit working on oversight in San Mateo County), the Millbrae School District, and Mills High School.
Joy’s three daughters influence and shape her decisions to fight for those who cannot fight for themselves, to constantly work towards racial and social equity, and to make every effort to be a kind, compassionate human.
She is excited to be a part of the Millbrae Community Foundation and to help uplift the lives of our neighbors through the work we do.
Joy Pasamonte Henry
Since making her home in Millbrae, Marian has been a consummate community organizer and leader, and a voice for children and seniors. She served on the Green Hills, Taylor, and Mills PTA/PTO Boards from the 1990’s through 2010.
During her tenure, she initiated and organized many school fundraisers, encouraged Asian parents to get involved with their children’s education and school activities, served as President of the Taylor Site Council and Mills Site Planning Council overseeing funding for site improvements, and served on the English Language Development (ELD) School Site Committee as the liaison for parents of non-English speaking students in Millbrae schools.
As a community builder, Marian initiated the annual Millbrae Lunar New Year Parade, and helped to establish the annual Japanese Culture Festival. Marian is a Founding Member of the Millbrae Cultural Committee, which was created with a mission to build a stronger community and celebrate Millbrae’s cultural diversity. During the COVID pandemic, she led the Cultural Committee’s efforts to provide PPE to care providers and chaired a series of free lunches for essential workers.
Joy Pasamonte Henry
Mary Vella Treseler was elected Millbrae City Treasurer in November 2001 and
re-elected in November 2005. She served the City as a member of the Constitution
Bicentennial Planning Committee from 1986 to its sunset in 1991. In 1987, she received
her certificate for completing the Television Commercial Acting Workshop from John
Casablancas, Elite Model Training Center in San Francisco and appeared in TV
commercials and various fashion shows. She served as President of the Millbrae Newcomers
Club from 1988 to 1991. In the 1990’s she wrote a monthly social article in the Millbrae Sun,
titled “MARY SEZ". She served on the Millbrae Beautification Commission, presently known as
Community Enhancement Advisory Commission, from 1989 to 1997; and on the City’s Public
Access Television Committee from its inception in 1991 to 1996, which then became
Incorporated as Millbrae Community Television (MCTV), and served as President from
1999 to 2001. She has been a member of the Mayor’s Civic Coordinating Council since 1989, served
on the City’s Smoking Ordinance Committee in 1992 and the City’s 50th Anniversary
Committee from 1997 to 1998. Millbrae Historical Society Curator Alma Massolo and President Mary Vella Treseler put together the city's full history and helped run its 50th anniversary commemoration. She was President of Soroptimist International of Millbrae-San Bruno 1995 to 1996 and 2000 to 2001. In 2006, she represented the City of Millbrae on the San Mateo County Sesquicentennial Committee. She was President of the Millbrae Historical Society from 1993 to 1995, 2001 to 2005 and 2007 to 2009. She received the “Living History Award” from the Millbrae Historical Society in
2008 and continues to serve as their Parliamentarian. Due to Covid-19 she has
resigned her duties as a Docent. She was honored as Millbrae Woman of the Year in 1999 and has been Chairperson of the Millbrae Man and Woman of the Year Committee since 2007. In 2017 the name of the committee was changed to Millbrae Man, Woman and Student of the Year. At our Awards Dinner in 2019, she and each member of the committee member of the committee were honored by Mayor Wayne J. Lee with a Commendation from the City of Millbrae. She stepped down as Chair of the committee in 2022 and presently serves as Chair Emerita. In 2023 the committee changed its name to Millbrae Volunteers of the Year Awards. She has served on the
Millbrae Community Foundation as a Trustee for the Endowment Fund since 2005.
She has also served as President of the Italian Catholic Federation (ICF), St. Dunstan Branch #403 from 2016 to 2019 and presently serves as their First Vice President.
Following her divorce in 1957 from Joseph Amoroso, the father of her two children, she
worked in banking for thirty years, seventeen of those years in Trust Administration.
She married Frank Vella in 1958 and was widowed in 1985. She married Robert Treseler in
1990, who at that time, was Mayor for the City of Millbrae and was widowed in 2007.
She has lived in Millbrae since January of 1977.
